Daily Independent reports that late General Effiong, who hailed from Akwa-Ibom State, was the second in Command to Odumegwu Ojukwu in the defunct Republic of Biafra.
He was at a point the acting head of the Republic of Biafra when Ojukwu and his family left Biafra shortly before the end of the war.
He was the man who made the official declaration of Biafra’s surrender on 15th January 1970 before the Nigeria military government at Dodan Barracks in Lagos.
In declaring the official surrender of the people of Biafra, General Effiong had said there was need to stop the bloodshed and the hardship going on in Biafra.
