The long-anticipated Nigeria-Morocco Gas Pipeline project has officially taken a major step forward with the formation of a dedicated project company, signalling a new phase in what is expected to be a $25 billion regional energy venture.

According to reports, the initiative, which will see a nearly 6,000 km pipeline connecting Nigeria to Morocco, is designed to enhance energy access across West Africa while linking Nigerian gas to European markets. Amina Benkhadra, Director-General of Morocco’s National Office of Hydrocarbons and Mines, confirmed the establishment of the project company as a critical step for coordinating funding and overseeing implementation.

Strategic Scope and Technical Details

Technical studies completed earlier this year have mapped the pipeline’s route, with plans to transport between 15 and 30 billion cubic metres of gas annually. The project will directly serve 13 West African coastal states and approximately 400 million people, while also providing domestic connections to landlocked nations such as Niger, Burkina Faso, and Mali. The pipeline is designed to eventually connect to the existing Maghreb-Europe Gas Pipeline, opening a channel for Nigerian gas exports to Europe.

Project governance will be structured with a parent company overseeing regional subsidiaries managing individual pipeline segments, a framework approved by the Economic Community of West African States (ECOWAS).

International Financing and Partnerships

The initiative has already attracted international attention. Energy Minister Leïla Benali confirmed that the United Arab Emirates is joining a financing pool that includes the European Investment Bank, the Islamic Development Bank, and the OPEC Fund. A final investment decision is expected by the end of 2025. Additionally, Togo has been formally integrated as a public partner through an agreement with the Nigerian National Petroleum Company Limited (NNPC) and Morocco’s ONHYM.

Nigerian online commentators highlighted concerns that domestic gas needs remain largely unmet while resources are directed for export. Some questioned the prioritisation of European markets over local electricity and industrial requirements, citing persistent energy shortages in states like Imo, which hosts significant gas reserves.

Security concerns were also raised, given the pipeline’s passage through regions affected by instability in the Sahel and northern Nigeria. Analysts and forum contributors emphasised the importance of ensuring protection along the entire route to safeguard investments and regional energy stability.

Other reactions focused on broader geopolitical implications, noting that while the project could transform Morocco into a North African energy hub for Europe, the benefits to Nigerian citizens remain uncertain. Observers suggested that careful planning is needed to balance international ambition with domestic energy sufficiency and job creation.
