The National Examinations Council (NECO) has announced plans to phase out traditional paper-and-pencil examinations, introducing a full computer-based examination (CBE) system for its Senior School Certificate Examination (SSCE) External starting November/December 2025.

This transition aligns with the Federal Government’s July directive that all national examinations, including WAEC and NECO, move to computer-based testing by 2026.

In a statement, NECO confirmed that it has finalised arrangements for the shift, releasing detailed guidelines for CBE centres. The guidelines cover system specifications, hall requirements, personnel standards, and security protocols to ensure smooth implementation.

NECO indicated that the November/December SSCE External will serve as a pilot phase, with a full rollout of computer-based testing scheduled for all examinations in 2026. The move is expected to modernise the examination process, improve efficiency, and enhance security measures across all national assessments.
