In a decisive move aimed at strengthening institutional governance and enhancing academic standards, the Cross River State Commissioner for Education, Senator Professor Stephen Odey, on Wednesday met with the management team of UBEC Vocational Secondary School, Akpabuyo. The session, held at the Ministry of Education Headquarters in Calabar, also included the school’s Parent Teachers Association (PTA) Executive and other key stakeholders. The meeting was convened to address internal administrative challenges and to chart a path towards improved efficiency and cohesion within the institution.

Addressing Internal Discord and Factionalism
Speaking at the meeting, Professor Odey expressed serious concern over emerging local policies and internal power struggles within the school, warning that such practices threatened academic stability and undermined the institution’s primary objectives. According to Akahi News, he emphasised that UBEC Vocational Secondary School was established to provide quality basic and technical education, and not to serve as a platform for narrow interests or internal factionalism.
The Commissioner stressed that professional unity and a peaceful working environment were non-negotiable prerequisites for sustaining educational excellence. “Factionalism among staff and management will not be tolerated. Any action that undermines the school’s operations or academic performance will attract strict sanctions,” he warned, reiterating the government’s commitment to maintaining high standards across the state’s educational institutions.
Strategic Leadership Restructuring
As part of immediate corrective measures, Professor Odey announced the transfer of several key management staff to reposition the school for enhanced accountability and operational efficiency. The affected staff members include:
- Mr. Okon Clement Xavier – Principal
- Mrs. Njong Esther Nkure – Vice Principal
- Mr. Bassey Bassey
- Mr. Edet Okon
“These transfers are necessary to ensure the school operates effectively and that the academic mission is not compromised by internal disagreements,” Professor Odey stated. Akahi News gathered that the move is part of a broader effort by the Ministry of Education to institutionalise merit, professionalism, and structured leadership across all secondary schools in the state.
Community Engagement and Autonomy of Schools
Addressing concerns over community interference, Professor Odey made it clear that no individual or group has the authority to claim ownership of a government school or disrupt its operations. He urged community stakeholders to refrain from actions that impede teaching and learning, stressing that school managers must be allowed to perform their duties without intimidation or undue influence.
“The success of our schools depends on allowing management to function independently and professionally. Community support is welcome, but it should not translate into interference or pressure,” he added.
Acknowledging Government Support
The Commissioner took time to express gratitude to the Governor of Cross River State, Senator Prince Bassey Edet Otu, for his unwavering support and commitment to transforming the education sector. According to Akahi News, Professor Odey noted that the Governor’s proactive interventions have been instrumental in repositioning the state’s educational landscape for greater impact.
Stakeholders in Attendance
The meeting witnessed the presence of several high-profile education and local government officials, demonstrating the government’s collaborative approach to resolving institutional challenges. Notable attendees included:
- Mrs. Offiong Ani Offiong – Permanent Secretary, Ministry of Education
- Dr. Emmanuel Achibong – Executive Secretary, Technical Education Board
- Mr. Itam Cyril – Director, Special Duties, Ministry of Education
- Dr. Teresa Essien – Board Member II, SUBEB
- Mr. Etim Paul Edem – Executive Secretary, Akpabuyo LGA
Towards a New Chapter in Cross River Education
Education analysts speaking with Akahi News observed that the Commissioner’s intervention represents a critical step in promoting accountability, reducing administrative bottlenecks, and fostering a culture of professionalism within state schools. The leadership restructuring at UBEC Vocational Secondary School is expected to serve as a template for other institutions experiencing internal challenges.
By addressing both internal discord and external interference, the Ministry of Education signals a renewed focus on quality, discipline, and excellence in Cross River State’s educational system. Stakeholders and community members have been urged to support this vision to ensure sustainable improvements and long-term educational success.
