Cult-Related Groups in Cross River Sign Peace Accord, Pledge to End Kidnapping and Violence
Several cult-related and gang groups operating across Cross River State have signed a landmark peace accord, formally pledging to renounce kidnapping, violent clashes, and other criminal activities that have long threatened public safety in parts of the state.
Akahi News gathered that the agreement followed a peace walk organised by the Cross River State Homeland Safety and Security Agency, which saw representatives of the groups march through major streets of Calabar, the state capital, in a symbolic show of reconciliation and commitment to peace.

Peace Walk Signals Shift from Violence to Dialogue
Officials disclosed that many of the participating groups had previously been linked to violent and criminal activities, including cult clashes and communal disturbances. The peace walk, according to security officials, was designed to publicly demonstrate a break from the past and signal a new phase of cooperation between the government and former perpetrators of violence.
Speaking during the event, Michael Orok Nsan, Director (South) of the Homeland Safety and Security Agency, said the initiative was a deliberate effort to consolidate peace and strengthen security architecture across the state.
According to Nsan, Akahi News learnt that the government is increasingly adopting proactive and inclusive strategies to address insecurity, rather than relying solely on force.
Oath-Taking and Warning on Sanctions
As part of the agreement, participants reportedly took an oath committing themselves to integrity, respect for citizens’ rights, and total rejection of violence and criminality. Officials warned that any breach of the accord could attract serious government sanctions, including legal consequences.
Security authorities stressed that the oath-taking was not merely ceremonial but a binding moral and civic commitment aimed at restoring trust between communities and the state.
Government Notes Decline in Cult Activities
Representing Governor Bassey Otu at the event, Chief Koko Henshaw described the peace walk as part of an ongoing and continuous security process under the current administration. He noted that cult-related activities and violent confrontations had recorded a noticeable decline since Governor Otu assumed office.
Chief Henshaw explained that the administration remains committed to sustaining peace through engagement, intelligence-led security operations, and community participation, rather than reactive measures alone.
“Force Alone Has Failed” — Security Agency
Defending the decision to engage with the groups, Michael Orok Nsan argued that past approaches centred solely on the use of force had not delivered lasting peace. According to him, dialogue and reintegration are essential tools in breaking cycles of violence.
Akahi News gathered that the agency believes lasting security can only be achieved when at-risk groups are made stakeholders in peace, rather than perpetual targets of repression.
Focus on Preventing Future Conflicts
Also speaking, Felix William Arikpo, Director (Central) of the Homeland Safety and Security Agency, said the initiative was designed to prevent conflicts before they escalate, particularly during sensitive periods such as farming seasons when disputes over land and resources often intensify.
He noted that proactive peacebuilding measures would help protect livelihoods, boost agricultural productivity, and promote social stability in rural and urban communities alike.

Observers say the peace accord represents a significant step in Cross River State’s evolving security strategy, blending enforcement with dialogue and community engagement. While challenges remain, many residents hope the commitments made will translate into lasting peace on the streets and in rural communities.
