IEA Announces Largest-Ever Release of Oil Reserves Amid Middle East Crisis

The International Energy Agency (IEA) has announced the coordinated release of 400 million barrels of oil from emergency reserves to mitigate the impact of the ongoing conflict in the Middle East — the largest such release in the agency’s history.

IEA Executive Director Fatih Birol told reporters on Wednesday that the action is intended to alleviate immediate market disruptions. “IEA countries have unanimously decided to launch the largest-ever release of emergency oil stocks in our agency’s history. IEA countries will be making 400 million barrels of oil available,” he said. He emphasised that reopening the Strait of Hormuz, through which about 20 per cent of the world’s oil and gas passes, remains crucial to restoring market stability.

The move comes as crude oil markets have experienced extreme volatility following US and Israeli airstrikes on Iran, prompting Iranian retaliatory attacks that have effectively closed the strategic strait. This disruption has led to a temporary global transit problem, rather than a physical shortage of oil, according to US Interior Secretary Doug Burgum.

IEA member countries, which include 32 advanced economies, have agreed to release the emergency reserves over time, considering each country’s specific circumstances. Some nations, including Japan and Germany, have already indicated plans to release portions of their strategic stocks, with Japan aiming for as early as Monday. Germany confirmed a release of 2.4 million tons of crude from its reserves.

Coordinated International Response

The announcement coincided with a virtual G7 meeting chaired by French President Emmanuel Macron, where leaders discussed the economic fallout of the US-Israeli operations. Macron urged swift coordination to reopen the Strait of Hormuz and assured that ongoing sanctions on Russia over Ukraine would not be affected. The G7 plans to coordinate with Gulf countries on a “defensive” mission to restore transit in the coming days.

Market Impact and Global Measures

Despite the unprecedented release, analysts warn the move may only provide temporary relief. Senior Swissquote Bank analyst Ipek Ozkardeskaya noted that the 400 million barrels amount to only a fraction of daily IEA consumption of roughly 45 million barrels, and production in the Middle East has fallen by about 6 per cent due to the conflict.

Countries around the world are taking additional measures in response to rising energy costs. Bangladesh has deployed troops to guard oil depots, India has tightened controls on natural and cooking gas, France has fined petrol stations inflating prices, and Greece has capped profit margins on gasoline and certain foodstuffs for three months.

The IEA also noted that member countries collectively hold 1.2 billion barrels of public emergency oil stocks, supplemented by 600 million barrels of industry stocks mandated by governments — providing a substantial cushion against extended supply disruptions.

The coordinated emergency release underscores the scale of international efforts to stabilise energy markets while the geopolitical situation in the Middle East remains fluid.
