Kogi State Governor, Ahmed Usman Ododo, has charged the newly elected chairmen of the state’s 21 local government areas to prioritise rural security, financial accountability and grassroots development as they begin their tenure.
The governor gave the directive on Wednesday, October 21, 2026, through his deputy, Joel Salifu, during the swearing-in ceremony held at the Glass House, Government House, Lokoja.
Ododo urged the council chairmen to work closely with security agencies, traditional rulers and community leaders to protect lives and property, stressing the need for effective collaboration to prevent criminal activities from taking hold in vulnerable communities.
He also called on the newly inaugurated officials to ensure that government policies and development initiatives have a meaningful impact on residents at the grassroots.

The ceremony followed the local government elections conducted across Kogi State on Saturday, October 17, 2026, in which the All Progressives Congress (APC) won all chairmanship and councillorship seats across the state’s 21 local government areas and 239 wards, according to the state government.
Ododo Places Rural Security at the Centre of Local Governance
Security was one of the major priorities outlined by the governor in his message to the newly sworn-in council chairmen.
Ododo urged them to maintain close working relationships with security agencies and community stakeholders to improve the protection of residents, particularly those living in rural areas.
Traditional rulers and community leaders often possess valuable knowledge of local conditions and developments that can help security agencies identify emerging threats and respond more effectively.
The governor’s directive therefore highlights the importance of cooperation between local government authorities and other institutions responsible for maintaining peace and public safety.
Rural insecurity can have serious consequences for economic activities, particularly in communities where farming, trading and other small businesses provide the main sources of livelihood.
When residents are unable to travel safely, cultivate their land or transport their produce to markets, the consequences can extend beyond security concerns to food production, household incomes and community development.
The new council chairmen will therefore face the responsibility of working with relevant authorities to identify local security challenges and support lawful measures aimed at protecting their communities.
However, effective security coordination will require more than public declarations. It will also depend on sustained cooperation, timely communication, responsible resource allocation and practical responses to the needs of affected communities.
Governor Charges Chairmen on Financial Accountability
Beyond security, Ododo emphasised the need for transparency and responsibility in the management of public funds.
He urged the council chairmen to handle public resources prudently and ensure that their decisions reflect the interests of the people they were elected to serve.
Local governments have responsibilities in areas that directly affect everyday life, including basic infrastructure, primary healthcare, environmental sanitation and community-level development initiatives.
The management of public funds is therefore important in determining whether local councils can meet these responsibilities effectively.
Poor financial management can limit the resources available for public services, delay projects and weaken citizens’ confidence in government institutions.
Conversely, transparent budgeting, proper documentation of expenditure, effective project monitoring and public accountability can help residents understand how council resources are being used.
The governor also urged the chairmen to remain humble and accessible, stressing that they should govern fairly without discrimination based on political differences.
His message places responsibility on the elected officials to demonstrate that their victory at the polls represents a commitment to public service rather than an opportunity for personal advantage.
For residents, the key measure of accountability will be whether public resources produce visible improvements in their communities.
Rural Roads, Healthcare and Education Receive Attention
Ododo also directed the council chairmen to prioritise rural roads, primary healthcare, basic education and environmental sanitation.
These sectors are particularly important because they affect the daily experiences of residents and can influence economic opportunities across local communities.
Rural roads help farmers transport agricultural produce, enable traders to reach markets and improve access to schools, health facilities and other essential services.
Where roads are poorly maintained, transportation costs can rise, movement can become difficult during the rainy season and communities may experience delays in accessing medical care.
Primary healthcare is equally important, particularly for residents who cannot easily travel long distances to larger hospitals. Accessible and functional health facilities can support maternal and child healthcare, routine treatment and preventive services.
Basic education also remains central to community development. Local authorities can contribute to improving the conditions in which children learn by supporting relevant infrastructure, sanitation and other responsibilities assigned to them.
Environmental sanitation, meanwhile, can help communities address waste disposal, drainage problems and other conditions that affect public health.
The governor’s directives indicate that the newly inaugurated councils are expected to focus on practical services that residents can experience directly.
The extent to which these priorities translate into measurable improvements will depend on planning, available resources, coordination with relevant state and federal institutions and the ability of council administrations to implement their programmes.
Ododo Calls for Youth and Women’s Development
The governor also urged the council chairmen to introduce and support programmes that create opportunities for young people and women.
Youth employment and economic participation remain important issues for communities seeking to expand their sources of income and reduce vulnerability to poverty.
At the local government level, initiatives supporting vocational skills, entrepreneurship, agricultural activities and access to relevant economic opportunities could help residents develop sustainable livelihoods.
Women also play important roles in farming, trading, education, healthcare and other sectors of the local economy. Programmes that improve their access to opportunities and support their participation in community development can contribute to household welfare.
However, such initiatives need clear objectives, transparent selection criteria and proper monitoring to ensure that intended beneficiaries receive the support provided.
The chairmen will need to identify the specific challenges facing their respective local government areas and develop programmes suited to local conditions rather than relying solely on general promises.
Effective grassroots development requires policies that respond to the actual needs of residents, including those in remote communities and households with limited access to public services.
APC Wins All 21 Local Government Areas
The swearing-in ceremony followed the October 17 local government elections in Kogi State.
According to the state government, the APC secured all chairmanship and councillorship seats across the 21 local government areas and 239 wards.
Congratulating the elected officials, Ododo thanked the people of the state for their support for the ruling party.
He described the electoral victory as a call to greater service and urged the chairmen to justify the confidence placed in them by fulfilling their campaign promises.
The election results establish the political composition of the newly inaugurated councils. However, the responsibilities of the elected officials extend beyond party interests to the welfare of residents across their respective local government areas.
The governor’s call for fair and non-discriminatory governance is therefore significant in the context of public administration.
Residents who supported different political parties also depend on local councils for essential services and have a legitimate interest in how public resources are managed.
The new administrations will be expected to serve their communities fairly, irrespective of political affiliation, ethnicity, religion or other differences.
Tinubu and the 2027 Elections Feature in Ododo’s Remarks
During the ceremony, Ododo also expressed confidence in continued support for President Bola Ahmed Tinubu and APC candidates ahead of the 2027 general and State Assembly elections.
He commended Tinubu’s leadership and his administration’s development agenda.
The reference to the forthcoming elections places the inauguration within a broader political context as parties prepare for another round of national and state-level contests.
Nevertheless, the immediate responsibilities of the newly elected council chairmen concern the administration of their local government areas and the delivery of services to residents.
Their performance in office will be assessed through the decisions they make, the management of public resources and the extent to which they address the needs of their communities.
Political support and electoral victories do not remove the obligation to maintain accountability in public office.
For the council chairmen, translating campaign promises into practical results will be an important part of their responsibility to the electorate.
What Residents Will Expect From the New Council Chairmen
The inauguration marks the beginning of a new phase of local government administration in Kogi State.
Residents will expect the newly elected officials to address longstanding community challenges and demonstrate that local government institutions can make a meaningful difference in their lives.
In many communities, the most immediate concerns include the condition of rural roads, access to healthcare, the quality of basic education, sanitation and the availability of opportunities for young people.
Security also remains essential because development activities cannot thrive where residents are unable to conduct their daily affairs safely.
To respond effectively, the chairmen will need to identify their local priorities, prepare realistic budgets, monitor projects and communicate their activities to the public.
Regular engagement with community leaders, residents, civil society organisations and relevant government agencies could also help councils identify problems early and improve the delivery of services.
Transparency will be equally important. Residents should be able to assess whether projects announced by their councils are being implemented and whether public spending corresponds with stated priorities.
The governor’s directives provide a framework for the expectations placed on the new administrations, but the ultimate assessment will depend on what each council accomplishes during its tenure.
The swearing-in of Kogi State’s 21 elected local government chairmen has placed rural security, financial accountability and grassroots development at the centre of the state’s expectations for the new administrations.
Governor Ahmed Usman Ododo, speaking through Deputy Governor Joel Salifu, urged the officials to work with security agencies and community leaders, manage public funds responsibly and prioritise essential services, including roads, healthcare, education and sanitation.
He also called for programmes that create opportunities for youths and women and urged the chairmen to govern fairly without political discrimination.
As the new council administrations begin their tenure, their performance will depend on their ability to translate these directives into practical actions that improve the welfare of residents.
The success of local government administration will ultimately be reflected not only in official announcements but also in safer communities, better access to public services, transparent spending and development projects that meet genuine local needs.
For the newly elected chairmen, the challenge is to turn their electoral mandate into accountable and effective grassroots governance across Kogi State.
