French President Emmanuel Macron has announced a sweeping overhaul of France’s nuclear strategy, revealing plans to increase the country’s nuclear warhead stockpile and temporarily deploy nuclear-capable aircraft to eight European nations. The move marks one of the most significant shifts in French defence policy in decades and signals a broader recalibration of Europe’s security architecture.

Speaking at France’s Ile Longue nuclear submarine base on Monday, Macron introduced what he described as “advanced deterrence” — a structured and deeper nuclear-security partnership with key European allies. According to him, the initiative is designed to strengthen continental defence at a time when global security risks are intensifying.

A Strategic Shift in European Defence

Akahi News gathered that the proposal will allow selected European countries to host French strategic air forces on a rotational basis. The participating countries — Germany, Britain, Poland, the Netherlands, Belgium, Greece, Sweden and Denmark — have agreed in principle to the arrangement.

Macron explained that the deployment would enable France’s nuclear-capable aircraft to “spread out across the European continent”, thereby complicating the calculations of potential adversaries. The policy, he said, remains distinct from but complementary to NATO’s existing nuclear-sharing arrangements.

Security analysts note that this announcement reflects France’s longstanding ambition to position itself as Europe’s primary security anchor, especially at a time when geopolitical uncertainties continue to test transatlantic alliances.

Responding to a Hardening Global Order

In his address, Macron painted a sobering picture of the global security climate. He described a world that is “hardening”, with adversaries becoming “bolder”, alliances less predictable, and nuclear risks higher than in previous decades.

He pointed to Russia’s ongoing war against Ukraine, China’s rapid military expansion, and the expanding nuclear capabilities of countries such as India, Pakistan and North Korea as indicators of a shifting balance of power. He also warned that instability in the Middle East, particularly tensions involving the United States, Israel and Iran, poses indirect risks to Europe.

“We must strengthen our nuclear deterrent in the face of multiple threats,” Macron declared. “To be free, one needs to be feared.”

Akahi News learnt that the speech had been scheduled before the latest escalation in Middle Eastern tensions, but its message resonated strongly amid growing European anxieties about long-term security guarantees.

Increasing Warheads, Ending Transparency

Perhaps the most consequential element of Macron’s announcement was his confirmation that France will increase the number of its nuclear warheads. He described the upgrade as essential to maintaining credible deterrence in an increasingly volatile world.

In a notable policy reversal, the French president also stated that France would no longer publicly disclose the exact size of its nuclear arsenal. This marks a departure from previous transparency practices, which had been intended to reinforce strategic stability and international trust.

France currently possesses the world’s fourth-largest nuclear arsenal, estimated at approximately 290 warheads. It has not expanded its stockpile since at least 1992. Within Europe, Britain remains the only other nuclear-armed state.

Macron insisted that the new measures do not signal the start of an arms race. Instead, he framed the decision as a defensive necessity. “The essential point is that no adversary, or any combination of adversaries, should be able to contemplate the possibility of any strike against France without the certainty of suffering damage from which they would not recover,” he said.

France’s allies have expressed quiet concern that a possible electoral victory by the far-right National Rally party in next year’s presidential contest could reshape France’s foreign policy direction. Experts suggest that the “advanced deterrence” concept could strengthen Europe’s strategic autonomy while simultaneously reinforcing NATO cohesion. However, critics warn that expanding nuclear deployments, even temporarily, could heighten tensions with Russia and further militarise the continent.
