Nigeria Unveils ECOWAS Biometric Identity Card to Boost Regional Integration and Security
A Historic Step Toward Modern Identity Management in West Africa
Nigeria has officially launched the ECOWAS National Biometric Identity Card (ENBIC), marking a significant milestone in the nation’s commitment to regional integration, enhanced border security, and modernised identity management. The inauguration, held in Abuja on Friday, brought together government officials, diplomatic representatives, security agencies, and development partners who described the innovation as a transformative step for West Africa.
The event, themed “ENBIC: Enhancing Regional Integration and Security”, showcased the Federal Government’s determination to strengthen internal and regional mobility while addressing long-standing gaps in identity verification and border surveillance.
Akahi News learnt that the launch is a culmination of an 11-year development process finally actualised under the current administration.

Tunji-Ojo: “A Fulfilment of President Tinubu’s Vision”
Speaking at the event, the Minister of Interior, Dr Olubunmi Tunji-Ojo, emphasised that the successful rollout of ENBIC represented the fulfilment of President Bola Tinubu’s vision for a safer and more integrated West African subregion. According to him, the achievement reflects both the President’s commitment and the resilience of officers of the Nigeria Immigration Service (NIS).
Tunji-Ojo described President Tinubu as the “Grand Innovator of the Federal Republic (GIFR)”, noting that his leadership ensured the completion of the project despite economic and structural challenges inherited by the administration.
Akahi News gathered that Nigeria has now become the seventh ECOWAS country to deploy the biometric card. Though not the first, the minister stated that the nation’s entry into the scheme represents a major stride in standardising cross-border identity management.
A Card Designed for Modern Security Realities
Dr Tunji-Ojo explained that the new biometric identity card forms the backbone of a more efficient and reliable identification system across West Africa.
According to him, ENBIC will:
- Enhance cross-border surveillance and reduce irregular migration
- Provide reliable data for security agencies
- Support intelligence gathering
- Strengthen regional security cooperation
- Facilitate legal movement, tourism, trade, and investment
He noted that integrating ENBIC into the Public Key Directory of the International Civil Aviation Organisation (ICAO) is the next critical step to enable seamless biometric verification at all entry points.
This, he said, will help eliminate loopholes exploited by criminals, smugglers, and illegal migrants.
“Identity Management Is Central to National Security”
The minister reiterated that no nation can secure its borders without a functional identity ecosystem. He praised the Tinubu administration for prioritising structural reforms rather than temporary or ad hoc solutions, referencing bold economic decisions such as subsidy reforms, which he said saved the country billions of dollars.
Akahi News learnt that Tunji-Ojo also highlighted the deployment of the Advanced Passenger Information System (APIS), implemented for the first time in 2024 after years of delay. The system ensures no traveller enters Nigeria without prior notification to security agencies.
According to him, ENBIC will ease pressure on the traditional passport system, as Nigerians travelling only within ECOWAS will no longer need international passports.
STEP: Nigeria’s Next Major Passport Reform
In a further announcement, the Minister of Interior disclosed that the Single Travel Emergency Passport (STEP) will be launched in January. The system will enable Nigerians abroad who lose their passports to generate emergency travel documents on any mobile device without the need to visit an embassy.
Tunji-Ojo called on Nigerians to trust government reforms and support ongoing security measures aimed at strengthening national stability. He praised the hard work of security agencies, insisting that sustainable nation-building requires collective commitment.
NIS CG, Kemi Nandap: “A Landmark Initiative for the Subregion”
In her welcome address, the Comptroller General of the Nigeria Immigration Service, Kemi Nandap, described ENBIC as a landmark achievement that highlights Nigeria’s leadership within ECOWAS.
According to Nandap, the card aligns with the ECOWAS Heads of State decision A/DEC.01/12/14 and the A/P 1/5/79 Free Movement Protocol.
Akahi News learnt that ENBIC replaces the old manual travel document and reflects years of collaboration between NIS, ECOWAS member states, and global development partners.
She said the card’s secure biometric system will:
- Facilitate legal migration
- Boost tourism and trade
- Improve border processing and reduce delays
- Strengthen identity verification processes
- Enhance regional security
- Expand investment opportunities
- Deepen economic integration
Nandap acknowledged the support of the diplomatic community, development partners, ECOWAS Ambassadors, and security agencies in ensuring the project’s success.
A Major Step Toward a Safer and More Integrated ECOWAS
Security analysts told Akahi News that the deployment of ENBIC signals a new chapter in West Africa’s approach to mobility, identity management, and border protection. The card is expected to improve trust among member states and reduce the activities of cross-border criminals who exploit weak identification systems.
Stakeholders expressed confidence that with consistent political goodwill, ECOWAS can leverage ENBIC to unlock greater economic potential, strengthen cooperation, and build a subregion where movement is both safe and seamless.
The Federal Government maintains that ENBIC is not just a security tool but also an economic catalyst that will support innovation, investment, and regional growth.
