Adeleke Clarifies Osun Security Funding Policy, Rejects Security Vote Practice

Osun State Governor, Ademola Adeleke, has reaffirmed his administration’s commitment to transparency and accountability in public finance management, stressing that security services in the state are funded strictly through the statutory budgetary process rather than the controversial security vote system widely practised across Nigeria.

In a statement released on Friday by his spokesperson, Olawale Rasheed, the governor made it clear that his government does not maintain a security vote in the conventional sense, describing such practices as opaque slush funds that are inconsistent with the principles of accountability and due process. He explained that every kobo spent on security in Osun is appropriated and documented in line with financial regulations.

Expenditure Driven by Public Finance Law

According to Governor Adeleke, expenditures on security operations, including support for federal security agencies, interventions during communal crises, and maintenance of the state’s Amotekun corps, are all undertaken within the framework of Osun’s public finance law.

“Such expenditures,” the governor was quoted as saying, “are processed within the context of statutory approval processes which involve raising memos and adhering strictly to government payment procedures.”

He emphasised that his administration does not divert funds into untraceable accounts but ensures every security-related disbursement goes through an open, auditable channel.

Standing Against Resistance

Governor Adeleke admitted that his strict stance against operating security votes has met with resistance from some quarters, but he insisted that the decision is necessary for the economic survival and development of the state.

“I am proud to declare that the Osun State Government under my watch does not operate a slush fund that our media friends call security votes,” he maintained. “Our security needs are met through the approval process. I face resistance over the policy, but I stick to it even at great cost.”

The governor revealed that his decision was motivated by the financial realities he encountered upon assuming office in November 2022. With competing demands on the state’s limited resources, he noted that it would be irresponsible to divert funds into an unregulated security vote when urgent developmental needs were pressing.

Focus on Developmental Priorities

Governor Adeleke explained that his administration has prioritised directing resources into infrastructure development, agriculture, healthcare, and education, as well as the prompt payment of workers’ salaries and pensions. He recalled the backlog of salary arrears and pension obligations he inherited, stating that part of his fiscal policy has been to strike a “delicate balance” between human development and infrastructural investment.

“We channel earnings from FAAC allocations and internally generated revenues to critical projects across sectors,” the governor said. “In less than three years, we have achieved verifiable records of progress in several areas, as confirmed by both local and national stakeholders.”

He stressed that sustaining such fiscal discipline was key to building public trust and ensuring that Osun remains on a path of responsible governance.

A Model for Transparency?

Governor Adeleke’s rejection of the security vote system marks a significant departure from the norm across Nigeria, where governors often control large sums of money under the opaque heading of security votes. Critics of the system have long argued that it enables corruption, as such funds are rarely subject to public scrutiny or legislative oversight.

By contrast, Adeleke insists that Osun is charting a different course. Observers believe that if sustained, the model could set a new benchmark for fiscal responsibility in state governance, particularly in the area of security funding which remains a sensitive issue nationwide.

Public Reception and Implications

While the policy has reportedly attracted opposition from those who favour the discretionary use of security votes, it has also drawn commendation from civil society groups advocating for transparency in government spending. Analysts suggest that the move may strengthen citizens’ confidence in Adeleke’s administration while also putting pressure on other state governments to justify their use of security votes.

For a state like Osun, where financial resources are limited, the governor’s approach may also ensure that more funds are channelled into tangible projects that directly impact the lives of residents.

Governor Adeleke’s declaration reinforces his administration’s reformist posture in public finance, underscoring a commitment to accountability even in areas traditionally shrouded in secrecy. As Osun continues to navigate its developmental challenges, the governor maintains that every decision on expenditure—whether for security or social investment—must be subjected to due process and transparency.

By challenging the entrenched culture of unaccountable security votes, Adeleke appears determined to leave a legacy of fiscal discipline in Osun State’s governance.
