Aviation Minister Orders Withdrawal of Criminal Complaint Against Comfort Emmanson, Reduces KWAM 1 Ban

The Federal Government has announced the withdrawal of its criminal complaint against Ms. Comfort Emmanson, the Ibom Air passenger involved in an unruly incident on August 10, 2025, alongside other resolutions affecting recent high-profile aviation disputes.

In a press statement issued on Wednesday, August 13, 2025, Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, FCIArb (UK), said the decision followed consultations with key aviation stakeholders and a review of the incidents that had generated public debate in recent weeks.
Keyamo noted that while “clear wrongs” were committed by both passengers and airline staff in the reported cases, valuable lessons had been learned and public awareness of aviation security protocols had been heightened.
Ibom Air and Comfort Emmanson Case
On Ms. Emmanson’s case, the Minister said he had conferred with Ibom Air to formally withdraw the complaint against her after she expressed “great remorse” during a police interview in the presence of her lawyer. Following the airline’s withdrawal, the Commissioner of Police, Airport Command, and the Police Prosecutor will take immediate steps to secure her release from Kirikiri Prison this week.
Keyamo also revealed that the Airline Operators of Nigeria (AON) had agreed to lift the lifetime flight ban imposed on her, with details of the resolution to be released by the AON.
ValueJet and KWAM 1 Case
In the matter involving Fuji star Wasiu Ayinde Marshal, popularly known as KWAM 1, the Nigerian Civil Aviation Authority (NCAA) will reduce his flight ban to one month. The music icon will also be engaged as an ambassador for proper airport security protocol. Additionally, the NCAA will withdraw its criminal complaint against him.
For ValueJet pilots Captain Oluranti Ogoyi and First Officer Ivan Oloba, whose licenses were suspended, the NCAA will restore their licenses after the one-month ban, following a mandatory professional re-appraisal.
Training and Reforms
The Minister directed that all relevant aviation agencies, in collaboration with other security bodies, begin a retreat next week to retrain and prepare aviation security personnel on managing disruptive passengers and de-escalating tense situations. The retreat will be open to the press. Airlines will also undergo a separate session focusing on staff conduct towards the travelling public.

Keyamo stressed that the decisions were made on compassionate grounds, not under political or public pressure, and underscored that the government remains committed to strict enforcement of aviation safety and security laws.
“We are sending a clear message that we take safety and security in the aviation sector very seriously and we have decided to draw a line after these clemencies,” he concluded.
